INDIA MOVES TO REVAMP GAMBLING LAWS

The government in India is drafting a comprehensive  law to replace the existing one on gambling in casinos, and a new proposal will be sent to the law department for vetting within a month.

The Times of India, citing special secretary home Diwan Chand to the assurances committee of the Goa legislative, is reporting that the government is studying similar laws in other countries and will cover all aspects to make the new legislation comprehensive, including the possibility of taxing the earnings of the casino owners. The proposed law will also define what an "offshore" casino is, Chand said.

Member of Legislative Assembly Francis D'Souza is reported in the story as urging the government to consider aspects such as the appointment of an appropriate authority to calibrate the gaming machines and details of profit sharing. The bill would probably be placed before the house during the July 2009 session, according the Time report.
